Is it too strong vs. low lvl accounts?

No, it never was too strong. It was intentional to prevent fresh newbs from breaking other people's HFs.

You can just make it unable to destroy without vandalism and make the soak low enough so you can destroy hfs of other people on your claim or your own lol

If you're trying to break your own fire: make a house and put it inside.

The house has low enough soak when fresh made that you can nuke it and random port as you please.

I would appreciate this. Hearthfires indefinitely locking down unclaimed cave entrances is problematic.
At least for those of us that like to walk into caves, and also like to not leave vandalism scents. :D
