I'm pretty sure you at least need bee keeping and had to have discovered straw, besides that i cant be sure myself.

I have beekeeping and have discovered straw.

Confirmed no beehive.

Board, block, straw and beekeeping should be enough. You have all three? Can you build a straw basket, for example?

Coop is unlocked, which is presumably unlocked by all of the same discoveries.
No beehive.

It might help if you have Beekeeping and the Straw discovery on the same character. ;)
