Dug too deep?

Because of palisades needing to be on a flat surface we have been flattening it, however we ran into some hills and it didnt seem to be a problem untill we ran into this...
Does anyone know how to fix this do we need to flatten the entire hill?

I dont think it requires entirely flat ground does it? So maybe you could come up on a soft climb.

The tiles next to it are too steep, try digging them down a little
