Building Palisade on Rock Terrian

I had just finished paving and flattening my land and was about to start building my Palisade and discover that you can"t build on rock terrain :( is this a bug or as intended
Its strange that I can add dirt to raise the rock terrain but not build on it! why oh why
Please fix !

You are going to need some strong tools if you want to be driving wooden stakes into bedrock, son.
