If i were to try and get a prince charming to go with my royal toad stool..
Is prince charming a frog or a toad?
I know its a toad stool so i'm leaning towards its a toad.
raiding a swamp for hours but not found one yet would narrow it down if i knew i'm to pick up only toads or frogs

You need frog/toad, frogs crown and toadstool. AND Probably some skill. For example in legacy it was tales by heart. And that skill is "very late" in skill tre.

Prince charming was the upgrade of the enthroned toad curio. In a post of "what's not implemented from legacy, in some cases yet" jorb mentioned prince charming doesn't exist yet.
It might have been patched in, but I haven't seen that in the patch notes.

I don't expect it to, either. Just watch for Shocked Frogs.
