Do Palisades need paving to prevent decay on claims?

In their other game, you don't need paving for walls to prevent decay, I wonder if anyone knows for sure how it is here.

under paved area it will decay(without claim )
but who knows ,i paved area under palisade and claimed land ,but sometimes i can see my walls got some damage
