Water quality

I actually kind of like this 3 tier system, at least for water. Cause you could have FEP grinding water, and running water, and say I have like... q90 vit water for sale on forums, and some one else has q90 sub water for sale on forums. They may not even be the same price *because* of the utilities. Running water would obviously be in higher demand to raiders, where as grinding water would only be useful for feasters or miners etc.
