What could cause it to be stuck in growth?

trees can get randomly stunted, there's no way to restore it.

Tea leaves come from tea bushes now. You'll have to explore to find some which you can then lift up and bring back to your base or take the seeds off of and replant like a tree.

Yes, shocked frogs are not in the game so you can't even be a lucky fuck.
