personal claim
DOn't know if really intended, but even having NO other personal claim myself, I still need 4k to "claim aditional land". This is not my first pclaim, BUT the first one I declaimed a looong time ago, so I have no personal claim for weeks now, and still, it costs me 4k LP to make one single claim.

This was caused by an old bug causing the claim list to track multiple instances of the same claim on inherited characters. That bug has as such been fixed.
We're adding code to fix this problem for bugged characters.
