Why do the russians get games cheaper than the rest of us? Is that fair?

Different countries have different purchasing powers.
Reason why games are so cheap in Russia is that if they would be more expensive. People couldnt afford them. And everyone would just pirate all games they play. If they give (big) discounts to Russian players they have even some chance of actually selling games.
And because some countries got big salaries. For example USA. Why not ask more money from them as they can afford to pay lot?

Best way to prevent piracy is to offer better service than piracy sites/etc. offer.
But if game really costs 1/10 of your monthly salary good service doesnt help at all.

In 2000 avg salary in russia was 80 dollars / month
But In 2013 it was like 900-1000 dollars.
Im not sure what it is now. But of course living in Russia is lot cheaper too than in some non-poor country.
