Different countries have different purchasing powers.
Reason why games are so cheap in Russia is that if they would be more expensive. People couldnt afford them. And everyone would just pirate all games they play. If they give (big) discounts to Russian players they have even some chance of actually selling games.
And because some countries got big salaries. For example USA. Why not ask more money from them as they can afford to pay lot?


Because price gouging is illegal in the States.

Also - afford to pay and willing to pay are 2 very different things.

$10 to $15 is generally pocket change for alot of people, the cost of 1 to 2 meals eating out.

However you define price gouging, the practice of price differential between countries is incredibly common. Canada pays a 10-20% surcharge for electronics, despite prices within 100km of us being lower in the states. This isn't accounted for by currency differences or taxes. Within the same set of borders, various forms of price discrimination are perfectly legal (seniors discounts, student discounts).

And almost the entire video game industry is in on it. Which is why Steam requires you to validate which country you're living in, it changes the price significantly. Because HnH's competitors are all practicing this, it's perfectly reasonable to say HnH is too expensive in comparison.

Ideally prices could be adjusted to all regions. However Haven is hardly the size of the companies you have listed. They simply don't have the revenue and resources to lower prices region by region. That only comes about by being large enough to distribute costs over a wide area.
