So, I've been thinking and here is a way I think it could work nicely and uses mechanics already in the game:
Snow can be collected and melted to acquire water - this can be done in a fast way or a slower (but easier) way:
Slow way:
You can collect snow with any container just like you collect water. You can right click snow with your Waterskin or Flask, for example, and it will be filled with Snow - though it should not be instant like water is.
You can also store snow inside buckets (10 units) and barrels (100 units of snow)
Over time, this snow will become water, just like Grapejuice becomes wine, vinegar, &tc... (A system already in the game) I'd say 10 minutes for handheld containers and 1 hour for barrels is a good call, but could be more - especially if the container remains in the cold environment (snow biome). Perhaps it could melt faster if indoors

Fast way:
Collect snow
Go to a campfire with a bucket
Melt your snow. 1 unit = 1 liter
