Vistitors Debuff/Village Protection not working?

We just tested a fresh alt coming through our palisade gate onto village protected land, and found out this alt can take anything it wants when it enters. He can pick up items without leaving scents, its like not having a vclaim at all.
This alt isnt in a party with any of our villagers, has not been oathed either. So what gives? Is this a bug or what? Does it only work with pclaims and I have to spread my entire pclaim across the village or was visitors buff removed? Pls halp.

Did you set permissions to the white group? The white group is anyone.

Nope, full authority.

You're right Jorb, someone had white perm enabled for tress/vandal/theft which was clearly retarded. Fixed.
