There are no rules. The devs encourage this kind of gameplay in fact Loftar has expressed the desire to see non-murderous ways of dealing with criminals although I don't think we're seeing any emergant gameplay that ecourages these kinds of alternatives but rather just a symtpom of global nubdom.
But see...what REALLY fucking hilarious here is that anyone would think their opinion might matter? I mean seriously. What's done is done and if you don't like it....well...do something about it. 'Tis what we all love about this game.
