Keep trying. Each try attempts to land at a random single point in a large radius around the destination, and if it happens to be full the teleport fails.

My Charter Stone is blocked by walls at 3 from 4 sides - could it cause an issue?

This could lead to space being detected as full, the code dosn't seem to start at the charter to search for an empty spot but pick one within a range at random and then check if the space is free or walls are in the way toward it.

Try to travel again in case you're blocked, maybe approach the source charterstone from a diffent place (don't know if that makes a difference).

As represented in the game, the bee skep partially covers some tiles and ever so slightly touches some others. Are those tiles also affected by the skep?

I think it is affecting any tile with center of tile in radius.
