this reminds me of w6 peaceful grid when all the villages under her protection were getting plundered and people getting killed frequently, just because they were living in her proclaimed peaceful supergrid what the enemy groups/factions didnt like and it was a total failure since they were raiding the people that were supposed to live under her protection too lol
when there is going to be a powerful faction/enemy again, she won't be able to keep her promises anymore... and you will get rekd if you asked for her protection before heh.

We have protected several villages from AD/AP already. You won't believe how many people were thanking me for freeing them and asking for joining the realm.

The main reason for the rules is to prevent people within the realm from attacking each other with no reason. It is also a statement that people living withing the realm do not have complete immunity. We've learned the lesson from the past when we tried to make the Peace Grid and some of your friends were settling there and covering criminals and noob killers.

We have already covered the villages in our reach. We have even started challenging your cheirns and destroying them (you have even seen us but didn't come out to contest). Now, when AD got nuked we've decided to openly announce that we're looking for more villages to be covered by the realm, since many of them are free of them now. We have been contacted by a village that wanted to make their own kingdom near us, and were fine with it as well.

Tell me where you see the abuse? They perfectly know that we benefit from them living in the kingdom. Meanwhile, the current mechanics are made so that it is far more profitable to have a completely void kingdom with no buffs, but covering some villages (1 statue drain authority equal to 3+ hearthlings daily exploration gain). For us, personally, the buffs aren't that great, since most of our characters have high enough stats. Meanwhile, some noob with 84 ua could have 168 ua intantly and be able to hunt some animals, or butcher them with higher profits.

The buffs don't do shit really, a fresh spawn cannot take full advantage of them and as you said higher statted characters don't benefit from it all that much either. Going from 100 UA to 200 UA might be a big deal for some people but by the time you get to that point or around 200 you can already hunt some bears anyways. It's not like that extra bonus is going to help you fight a mammoth or a troll or a raider.

If stats caps existed again however...
