So, at this time in the current world, how scarce are towercaps? I've looked in about a couple dozen caves throughout many of their tunnels and I've found poppycaps and withercorn seeds out the buttocks, but I cannot for the life of me find a towercap. What are the chances I could find a wild one or stumble upon any in a cave they're reported to be in?

You need to be at level or lower to find towercaps in any amount, lvl 5 I think is brimming with them.

Hafen Crucible isn't liftable, build it where you want it to be.
Quality dosn't seem to matter.
