Hand items can go on a tool belt. Waterskin isn't a hand item.

It isn't perfect yet and arguably waterskin do deserve it more than bouquet of flower.
To me putting waterskin on toolbelt is not that good because generally I think 2 tsack 1 pickaxe is better 9/10 times and who even changes that regularly anyway...
So yeah..
On crafter char I'd actually like to have bucket on toolbelt so that's a shame
