You can load Ice Blocks in carts, but cannot load it into Wagon.
Is it intended? If so - why?
Likely a bug.

Not a bug, it is written that they cannot go into wagons but can go into carts i believe. According to Wiki

The RoB wiki is an unofficial website created and maintained by players. You can only put blocks into carts.
