Are quests fated in some way?

People seem to get the same quests but not the same as each other.

For instance, during mystic I repeatedly had Experience "Heart of the woods" and "Crashign through the woods" they were my two most common quests.
In Tailor, my most common quest has been "Study seer's Stones".

Other members in my village are reporting similar behaviour but with different quests, for instance repeatedly getting "catch an opium dragon", "tame X animal" etc

Nobody seems to be getting the same quests as each other, but everybody is reportedly getting the same 2 or 3 quest repeating more than any others.

Are quests fated in some way or is the rng seeding based around character and just bad? What gives
