Player attack without learned rage

Hello, dear, without the learned rage, but with the crimes included, you can throw agr on the player and attack him. Is this normal?

You don't need Rage to aggro other people when you're on your own pclaim, pclaim where you have vandalism permissions, or on village claim you are part of.
