i think you can build on grass and dirt, decay only happens when claim authority is gone? the exception is cupboards and maybe some other objects

Some worlds ago if there was no pavement on active claim- stockpiles sometimes got decay hit and were destroyed, same was for palisades. No idea how it works now tbh.

I think so. The whole point is that you can't just tunnel your way to a new continent and have to reach it the "intended" way. If two landmasses are separated by only deep ocean, it doesn't matter too much if they're connected by an underground tunnel.
