WHY?
I see this everywhere. Unfinished wicker baskets litter shorelines everywhere, and are usually constructed in some sort of pattern.
WHY?

Re: Signs (building sites) all over the river
People use them to trap animals and are too stupid to clean them up.

An easy way to kill animals in the wild when you are new is to shoot at it from a boat. The only problem is when the animal attempts to flee you cant catch up to it. The unfinished signs are used to box the creature in so you can kill it easily without it being able to run away.

Oh, okay. I was thinking it was some sort of sign language used by the russians to determine what kind of commodities an area had, or something.
Sorry, conspiracy theorist here.

up from foxes, the animals run through fences if they attack. but well, they dont if they flee.
so hunters let them run into the shore and make it impossible for them to run away
