We used to know the formula, but it worked off the atomic coordinate units and elapsed time. Then at the start of world 4 (Pretty sure), swimming got buffed so it wasn't so dangerous, and with that there was a new system put in place. We haven't been told/learned how to calculate exact distances yet. From personal experience, I can say it should look something like this:

Distance = 10*sqrt(CON/10)

I know you want an exact formula, but dude, it hasn't been figured out yet so I wouldn't hold my breath.

Answer : ~31.
