for all i know, it could already work this way. but what if the souls of powerful characters who died have a chance to inhabit objects and become questgivers? with the quests they give being in relation to their character. say if marksmanship was the characters highest stat, the questgiver would request slings and bows.

That's a solid meh/10 from me. NPCs currently are ever so boring. This wouldn't change much, just adds a theme to quests so they become predictable. It could be a thing for devs if they wanted to ballance some things. Like NPC asking for specific type of items (like in example, marksmanship related ones) would reward stuff that could be used to boost the marksmanship itself. It would make it quite predictable what NPCs to grind then instead of going at various random ones and hope for best rewards.
