Cannot pave over small "mountain" patches
Cannot pave on rocky patches that identify as a "mountain" that you can find in forests. Interferes with palisade building.

You can already pave over real mountains.

No concern. You can already pave over real mountains.
It might even be good for the game and making mountain bases.
