This is a little bit tinfoil, I'll admit, but here's my best guess at what he's REALLY saying:

The monk drinking wine is just a cheeky picture (and a little bit of an old trope, actually).
"Great shall be the joy when the prodigal son returns." - Intentionally vague, but I speculate that it's supposed to literally suggest that once Loftar gets active on this again there will be reason to rejoice - While also vaguely sounding like a typical exultation about the return of Christ.

I really think Vatas should consider issuing him a warning for shitposting. Just because that would be funny.
