Second I feel this should be village only because when I think of letters in the past it usually is more from rich or royalty and I feel that fits more in a village setting than a hermit.

Some good ideas there, but I have a bone to pick with this one. Instead of 'rich' or 'royalty', maybe you should just say 'literate'. Maybe it is safe to say that all hearthlings are literate since they can create runestones and parchment to leave notes on? Carrier pigeons and ravens are easy to care for. The big issue is transporting the birds back and forth so they're ready to deliver messages to the point they were abandoned for couriers. (Courier systems were pretty common by the time of the Renaissance.)

yea I guess, no royalty or rich really in HnH, but point is I feel it should be for villages so its less abused. Could maybe be a village only structure or building.

I thought nugget was for banding the pidgeon.

Hum not sure banding is the good word.
But actually pidgeons were used to be put a circle of metal around one of their "foot finger" with the name of their owner.

Also 3 tiles per second is too fast.
It should be possible to shoot some pidgeons and ninja their packages/letters.
